The qt5-qtwebengine does not rebuild with the new libre2. The re2 in the chromium source code is from 2019-10-15, but we copy headers file from the system version:

I fixed the pkgconfig file issue and rebuilt qt5-qtwebengine. We can retry Rawhide.

So I'm pretty sure the qtwebengine fail was also caused by the pkgconfig file bug you noted. I've sent a new build of re2 that fixes that bug, and am trying qtwebengine again. If that works, I'll look at the others, but that's the one that's blocking Rawhide so it's the highest priority right now.
