Other than the suggestion further below, the Fedora Packaging Guidelines
don't handle static uid/gid assignment yet:

I have always filed a BZ against the 'setup' RPM asking for
a
static uid/gid pair to be allocated, and the changelogs support
this approach:
$ rpm -q setup --changelog | grep reserve

- reserve uidgid pair 172:172 for rtkit (#609171)
- reserve uidgid pair 170:170 for avahi-autoipd
