You can't build Fedora packages using pip (no network access allowed), but
it looks like they switched to a pyproject.toml, so following the standard
modern guidelines should work, ie:
%generate_buildrequires
%pyproject_buildrequires
%build
%pyproject_wheel
%install
%pyproject_install
