For whatever it's worth, I've also experienced the unresponsive
JavaScript in the new Bugzilla a few times. It seems more likely to
occur if your network connection is heavily loaded. It looks like the
script is doing some background AJAX-ish stuff.

It's the part of the script that's populating the component list, I'm
pretty sure. And yup, it's seen here too.
