Why is it that although I have fedora-development.repo set with baseurl=http://download.fedora.redhat.com/pub/fedora/linux/core/development/$basearc... and I can see http://download.fedora.redhat.com/pub/fedora/linux/core/development/i386/os/... and I have run "yum clean all", when I run "yum update" the updated control-center is not found. "yum list control-center" reports: control-center.i386 1:2.18.0-14.fc7 installed

If you're behind a (transparent or not) proxy you have to manually forbid caching of repodata directories, else you'll periodically get those messages. Yum metadata is not proxy-friendly (ie if you're behind a corp proxy you're dead)
Though for http mirrors we control the no-proxy rules should be done at the http server level, and I hope yum is fixed someday

perl-libs wasn't downloaded automatically for me in todays update so everything was complaining it couldn't find libperl.so. Should perl-libs be added to the Requirements for the perl package now that libperl.so is split out?

Dependencies on shared library SONAMEs are automatic. Please state details about the issues you've seen. Also, do you refer to x86_64?

Nope I'm on the x86 32 bit version. All I did this morning was a plain 'yum update' to match up to rawhide. Afterwards I did not have the perl-libs package installed and things that depended on libperl.so were complaining. I wish I had more details for you but I didn't capture any real logs during the yum update process. This laptop was upgraded from FC6 to FC7T4 and then kept in sync with rawhide since then.

I think that's because it's stale now. Doesn't seem to contain the latest rawhide push yet, so it probably hasn't synced.

Consider yourself lucky. I've seen this error very often over the past weeks, and since it also was reported for Extras, I've examined it multiple times, because only complete/sane metadata are published there. Everytime I used wget/lftp to examine mirrors, I found that they had incomplete metadata files or a repomd.xml that was newer than the compressed xml files.
