This is a step into a wrong direction.
It's worth noting this has been done for a specific reason: a community
member found multiple bug reports people had filed using abrt which
contained their account passwords. It's not a theoretical problem.
Still, there are several problems with the current implementation, most
of which the devs are working to address:

One I haven't got around to filing yet is that once you accept the 'make
this report private' choice you can't go back and change your mind;
there's no way back to that screen and no option to revise the setting
later. If you didn't want the bug to be private but left the box checked
by accident, all you can do is cancel out and start the process over.
