Hi folks! If you've noticed that an update currently fails gating for
no apparent reason, like this one:

it's likely because of the ongoing Koji outage. Looking at the
greenwave response shows this:
"unsatisfied_requirements":[{"error":"Koji XMLRPC fault due to:
''planned outage see
https://www.fedorastatus.org''","scenario":null,&q...]
which indicates the Koji outage is preventing greenwave from getting
the package's gating.yaml , which it needs to do in order to find any
package-specific gating requirements. This triggers an error which
counts as an unsatisfied requirement.
I guess we could improve Bodhi to make it clearer what's going on here,
I'll have to look into how much work that would be.
Once Koji is working again, gating issues should be resolved (though it
might have to wait for the 'gating cleanup' job which runs periodically
and forcibly re-calculates the gating status of open updates, because
there won't be any fedmsg that'll immediately trigger a re-
calculation...until that happens, the web UI will likely say the update
passed gating, but the backend will still think it failed, and it won't
be pushable).
