being moved to
docs.fedoraproject.org

http://docs.fedoraproject.org>. The existence of that page isn't
important for the changes process, there just needs to be a number so
I know what version the proposal is for.
If it's a link from the change request template we should put *something*
on that page as placeholder so people don't get a missing link if they
happen to click on it? :-)
