That's unfortunate. Have they tried talking to ICU upstream to merge
their (mozjs and mongodb) changes?
ICU upstream would have to keep all past versions of the collation
tables, which is probably not something they are willing to do.
PostgreSQL doesn't freeze the collation tables, so indices created
according to a non-C collation order can silently become invalid if you
upgrade glibc (which provides the tables used by PostgreSQL).
