As for both above mentioned, I want to take ownership on CVector and NearTree packages that needed for rasmol package I maintain.

I know him personally. I got in touch with him and got his response.
He said he had no time to maintain all of his packages now. So he will orphan them and he would like you to take owernership
I know I can't speak for him here. I'm asking him to follow the official orphaning process.
