Following my proposal in

met with favor from a number of folks, I went ahead and set up four
dummy packages:
python2-setuptools (in EPEL6)
python2-sphinx (EPEL7)
python2-pytest (EPEL7)
python2-six (EPEL7)
As a local convention, I customarily _name_ packages which
exist ONLY to satisfy a 'provide' :
dummy-packagename
and add a provide inside. So named, of course, so that they
'jump out' as dummy placeholders
See, eg:
ftp://ftp.owlriver.com/pub/mirror/ORC/dummy-xscreensaver/
where I needed to satisfy 'xscreensaver' for an in satll of
several hundred diskless LTSP units, which were were burning
up network needlessly
