there's no +1 or -1 vote. It's not a critpath update, so it can be pushed stable with no feedback after seven days - see the note "This update has reached 7 days in testing and can be pushed to stable now if the maintainer wishes" - and it was indeed pushed after that time.
It's possible the maintainer tested it, but you can't tell that from the Bodhi page.
