Not generally. Not all projects generate headers to be arch-specific.
At least in the C/C++ world, it is much more common for headers to
contain conditionals to handle arch-dependent sections.
Else, yes, it can happen that headers (and sometimes other files such as
-config scripts) in multilib -devel packages cause implicit conflicts,
which are not acceptable, even if fixing the conflicts has been
neglected for a long time.
