Why is this a concern for Fedora? It's not. It's something Red Hat will have to figure out. Though I doubt it will be very hard for them to do so.

Besides, RHEL already contains a package set that spans today's Core and Extras. Exim is an example. It's in RHEL, and it's in Extras. Let the engineers at Red Hat decide what to put in RHEL. They seem to be doing a fine job already.
I'm sure someone will be willing to argue with you on that. :)
