Address Sanitizer does not provide ABI stability itself, and also removes ABI stability for glibc functions. In general, you cannot use it for distribution builds.
Or if someone wants to do that they should recompile the RPM with those flags and use it locally?
Yes, rebuilding the RPM or the upstream sources is currently the only way.
