Actually this is something on RHEL4, I just notice the same behavior
exists in current Fedora too. I'm playing around linking kernel modules
on boot and shutdown - there's no service per se.
Well, if you've got a service that does this on boot, you want to create a lock
file anyway, otherwise it will run on changes between runlevels 3 and 5.
