Again, that really depends on the package. Some are not even fully
branched. For some of the totally branched packages, package
maintainers create separate backports of downstream changes because they
are equally useful to past Fedora releases. And these changes get much
broader pre-release testing coverage as a result (at least at a feature
level), so it is a win for everyone.
