Yep. Removing or disabling the modular repos provides a nice speedup that is quite noticable if you have a spotty network. Users who want to install modules can easily add the repos back with a simple one-line command.
ps I think it would be a good idea to disable the cisco-h264 repo too by default in the fedora container image, and maybe also for headless Fedora editions.
