The last time I pushed an update for e.g. F-10 and ticked the "auto-close bug" bodhi feature. The bugs got closed as "NEXTRELEASE" when the F-10 update was pushed. So it might not be the case that all of those "NEXTRELEASE" closures were actually punted to the next fedora release.
