Well, actually the initial import of rubygem-rdiscount seems version 1.6.3.2, and it seems its COPYING was actually more Apache-1.1-like than BSD-4-Clause, so I can understand that the initial packager labeled this as ASL-1.1, ref:

I am pretty sure this is not a match to BSD-3-Clause as currently specified by SPDX but I have submitted an issue about this: https://github.com/spdx/license-list-XML/issues/2020
