I suspect it is mainly for GPL compliance. It has the packages at the same state as were used for the ISO builds. I doubt it gets used that much.
How does a DVD image (that won't fit on a DVD so I doubt anybody burns) satisfy some part of GPL compliance? The SRPMs are on the same server as the binaries (the same versions) and are not removed.
