plan to go through the remaining usages and clean them up, with the
goal of retiring `python-mock` from Fedora.

packages are still using it

Some of these are false positives - packages not using dynamic build
requirements might still be marked as requiring `python-mock` after
upstream no longer does so. The rest should be easily portable as
described in the previous proposal.
Some packages could be dead upstream and not used by anything else in
Fedora, in which case we can consider removing them.

Eventually, we might be able to no longer maintain a standard library
backport in a separate package.
This will also make branching packages for EPEL easier - there have
been several instances where the Fedora package needs to be modified
to not use `python-mock` because of a policy decision to not bring
`python-mock` into newer EPEL releases (where the default Python
already contains `unittest.mock`).

** Set up a COPR with a stub package providing `python3-mock` and
rebuild all packages that list python3-mock as a BR. The ones that
successfully build don't actually need it
** Put up PRs for the affected packages. In case the changes are
minimal and no response is heard from the package maintainers the PRs
will be merged after a sufficient time.
** Set up a second COPR to rebuild packages with the PRs applied to
remove `python3-mock`. This will allow us to track progress in one
place

F40 proposal: Move /var/run selinux policy entries to /run (System-Wide)

Move /var/run selinux-policy entries to /run
Summary
Actual path for system runtime files moved from /var/run to /run some 10
years ago [1], but the policy has been managed since then in a way that
keeps the old entries and have updates still with the incorrect path while
the real path is handled by file equivalency feature. This can confuse
sysadmins not to be sure which path should be actually used and can also
effect in userspace tools not working properly [2].

Detailed Description
The change actually means just replacing "/run = /var/run" file-context
equivalency rules with "/var/run = /run". While the change as such is quite
simple, it can have effect on other components using their own selinux
policy with file-context entries.
Benefit to Fedora
Removing technical debt which originated 10 years ago. More straightforward
handling of file-context entries in the /run filesystem.
Scope
Proposal owners:
Add all relevant patches to upstream repository
Ensure the system boots with the targeted policy
Ensure the system boots with the mls policy
Ensure updates from older releases work, more specifically with
custom selinux packages installed.

F40 Change Proposal: Replace Kubernetes 1.28 in Rawhide (F40) with

The upstream Kubernetes project just released Kubernetes (K8S) v1.29.
The upstream k8s team maintains 3 versions concurrently. Fedora
provides a target version of Kubernetes with each release. Fedora 38
has k8s v1.26; Fedora 39 has k8s v1.27, and rawhide (F40) currently
has k8s v1.28. If approved this change will replace k8s v1.28 with k8s
v1.29 in rawhide for the F40 release.

Fedora F40 will have the most current Kubernetes version when F40 is

== Upgrade/compatibility impact ==
Kubernetes update guidelines do not permit a version skip. For
example, if a Kubernetes cluster is currently using Kubernetes v1.27,
then in order to update to k8s v1.29, first v1.28 needs to be
deployed. Skipping versions, as this proposal does, requires effective
communications and an effective replacement. In this instance,
Kubernetes v1.28 will be available from COPR. There is another change
request in DRAFT form that addresses this problem by shifting to
multiple versioned packages of Kubernetes for each release (i.e. the
package changes from kubernetes-1.29.f40 to kubernetes1.29-1.29.f40
and so on.
The Kubernetes user community is somewhat used to using COPR for past
releases. Kubernetes 1.23 was also skipped in Fedora and only
available in COPR. Kubernetes 1.25 was initially provided in Fedora 37
but moved to COPR when upstream adopted a version of the go language
not available for F37.

Users managing kubernetes clusters using Fedora packages on Fedora
machines will need to be aware of this change. An unplanned version
update can break a cluster, hence rawhide is the best starting point
for this update.

F40 Change Proposal: Build Fedora Cloud Edition Images Using Kiwi in
Koji (System-Wide)

== Summary ==
Fedora Cloud Edition images will be built with
[https://osinside.github.io/kiwi/ Kiwi], which will replace the
unmaintained [https://github.com/redhat-imaging/imagefactory
ImageFactory] tooling that is currently being used to build the cloud
base images.
We can already build Fedora Cloud Edition images outside of Koji using
[https://pagure.io/fedora-kiwi-descriptions composite Kiwi
definitions]. However the integration with Koji must be enabled to
fulfuill our goal of building official images within the Fedora
infrastructure and fully replace the current usage of ImageFactory.
This transition is consistent with the direction of the
[https://fedoraproject.org/wiki/Cloud/Cloud_PRD Cloud Product
Requirements Description (PRD)]. Kiwi provides the Cloud Working Group
with a tool that preserve previous choices to build images using
composable configurations and to provide a reproducible process for
building images related to the cloud edition, including Fedora Cloud
Base images for Vagrant, Azure, AWS, GCP, and generic images. This
also opens up the ability to run container builds and WSL2 builds
using the the composable image definitions to maintain a base image
and then update the specifics needed for each specialized image using
a smaller configuration file.

While working on the production of cloud images for Fedora Linux 38
and Fedora Linux 39, the cloud-sig team did significant work to
support transition from the current ImageFactory-based build tools
that are outdated (but still functioning) to a tool that is supported
by a broader community. The cloud team has successfully built and
tested the creation of images with the <code>kiwi</code> application.
Successful builds and tests of image builds supporting all of the
previous change proposals and configuration changes to the Fedora
Cloud base images has been validated and can be reproduced using the
[https://pagure.io/fedora-kiwi-descriptions kiwi descriptions]. The
cloud edition WG finds that kiwi provides the most consistent
experience with the least number of concerns over our current
deliverables today. The cloud working group continues to focus on
building support for specific requirements around specialized images
that are planned parts of the
[https://fedoraproject.org/wiki/Cloud/Cloud_PRD cloud edition PRD]
included in section 2.3.
== Feedback ==
We have evaluated a number of existing image build tools as part of
this Change. Ultimately, the Fedora Cloud WG chose to adopt kiwi
because it retains ideal qualities of our current tooling in a way
that benefits the cloud-sig and the community at large. We have
cultivated a strong relationship with the upstream project, who has
been receptive to our needs and made improvements based on our
requirements. Kiwi is not a disruption, but an opportunity to decrease
the complexity necessary to produce current and additional use cases
immediately and to ensure that builds are execute securely.
We are aware of Fedora Workstation's trial of osbuild (the upstream
project for [https://console.redhat.com/insights/image-builder Red Hat
Image Builder]) for their live image, and have closely evaluated it as
an option for Fedora Cloud as well. Discussions with members of the
image builder team have been promising, but their mission doesn't
directly align with the Cloud Working Group's goals immediately.
Without that alignment, we are not prioritizing the same goals today.
This is not a shortcoming of the cloud working group or the osbuild
tools, it is a difference in timing of feature delivery. Fedora
Workstation and Fedora Cloud are two different groups. We use
different tools for building images today so their changes are
typically independent of those we make. Currently, Fedora Workstation
uses Lorax and Fedora Cloud uses ImageFactory and Oz. The cloud
working group is working aggressively to eliminate our usage of
ImageFactory because it is legacy code and not easily extended.
We also evaluated {{package|mkosi}} and decided not to pursue it due
to the lack of flexibility to support all the image types we are
aiming to offer. Its highly opinionated view of how images should be
structured and limited framework for customization make it difficult
to recommend as a framework for our builds. Additionally, it cannot
support all of Fedora's architectures due to requiring GPT, nor can it
fully support Fedora Cloud's preferred disk setup due to the
aforementioned opinions of how images should be structured. Finally,
when testing the generated images, the results did not line up with
how we expected images to be laid out and it caused difficulties when
dealing with certain classes of package upgrades (such as bootloader
or kernel packages). There is also no Koji plugin at this time for
running mkosi builds.
== Benefit to Fedora ==
Most importantly, the kiwi builders eliminate a series of legacy build
tools for Fedora Cloud Base images
Visible to advanced users:
* Allows Fedora Images to be built on many different platforms and
distributions without modification to the runners
* Extends the composition strategies available to users
* Leaves the base image configuration that can be managed to ensure
that it meets standard requirements for local virt installations
* Includes the ability to leverage user-defined scripting in the image
definition.
* Adds a koji builder and image definitions that are simple to update and modify
* Provides increased time for prioritization of features in the Fedora
Images according to user feedback and user requirements
* Supports multiple build types, from ISO to raw disk images, and all
the way to WSL2 and containers.
This also aligns with the Fedora Asahi Remix and its usage of kiwi to
build its images, as this lays the groundwork for those images to
eventually be built in Fedora infrastructure as support for Apple
Silicon Macs gets upstreamed.

armadillo soname bump to version 12

I plan to bump the major version of the Armadillo linear algebra library
to version 12 for rawhide next week; this will be an ABI/API change. I
will rebuild the package and its dependencies (looks like gdal and
mlpack only) in the side tag 'f40-build-side-79101'.

SPDX Statistics - Public Christmas Tree edition

We added new license LicenseRef-Fedora-Firmware that we use for firmware that does not have clear license declarations
and only "Redistributable..."-like declarations.

New version of fedora-license-data has been released. With 4 new licenses (plus some public domain declarations). 20
licenses are waiting to be review by SPDX.org (and then to be added to fedora-license-data)

Why Public Christmas Tree? On today's date at 1919 Czech writer and poet Rudolf Těsnohlídek discovered abandoned girl,
aged seventeen months, in danger of freezing. They rescued the girl and give her name Liduška. I was unable to find the
published information in English so I translated what Těsnohlídek wrote (translation with the help of DeepL)"
"We found it last year on Christmas Eve under a lone spruce tree in the forests of Bílovy," the writer recalls. "We went
looking for a Christmas tree, a tiny little fir. The lights were already on in the village, as everywhere was being
busily cleaned up for the holidays. We fell into a valley through which thousands of hikers pass on summer Sundays. No
one was passing through today. The only one returning was the gamekeeper, who had lingered behind to procure a crib for
the church. We set off, so as not to get quite dark in the woods, to the nearest coppice on the steep hillside. We
laboured our way over the frosty ground to the middle of the hillside, where it was flatter and where we could have
taken a more vigorous step, but here the cry of the forest arrested the steps of the three of us. It was a few crows,
which, cawing a warning to the others, had fallen on the opposite hillside. They swooped down to await death as always.
We stood in human, unsparing curiosity, and then the wind blew a faint moan towards us. It was a poignant wail, a
defenceless, dying, farewell to the world. So the deer one wails when mortally wounded. We wanted to shorten her agony
and headed across the undergrowth to the supposed doe. How many small suitable Christmas trees there were, but we didn't
spot a single one. All we could see in front of us at that moment was a sprawling spruce tree. Approaching it, we
realized that the groan was the fading cry of a child. We froze in surprise. We imagined her standing there in her
flimsy rags, wearing a thin skirt, waiting. Perhaps the mother had placed it here in the lee of the thicket to wait
until it had gathered the brushwood, and it was afraid of the dark and the coming night, and therefore it was crying.
But when we opened the last branches of the undergrowth, we saw a terror greater than we expected. There lay the little
baby, naked, with only a bonnet on its head and its shirt open, on a dirty blanket. The little body was already blue
with frost..."
When he saw a public tree in Copenhagen where they're having a fundraiser for poor kids under the decorated tree. Rudolf
decided to bring this Scandinavian custom to Czechoslovakia. The first Tree of the Republic, as he called it at the
time, was cut down on 6 December 1924 in the Bílovice forest and a week later, on 13 December 1924, it was ceremoniously
lit on Brno's Svobody Square. Thanks to the collection that took place under the tree, a children's home was built in
Brno in the following years according to a design by Bohuslav Fuchs. It opened in 1929 and was named after Queen Dagmar
of Denmark, who was famous for her care of the poor. And the public Christmas tree became a custom since then.
But neither the Czech tree nor Copenhagen tree was a first in public space. That was Christmas tree in New York in 1912.
But I think this is a nice story. Merry Christmas.

How to clone subpackages during koji build stage

Hi everybody!
Koji mocks does not access the internet during the build stage.
What are the recommendations when my project has some content inside
CMake to clone subrepos to compile my code?
Do you have any guidelines for this? Honestly, I tried to google it,
but I'm not finding something useful or a real example.
