see kernel with "kernel" just a metapackage pulls all otehr subpackages but you can "dnf remove kernel kernel-modules" on virtual machines while no upgrade path at all is broken because existing and initial installations are unchanged

Thank you for the pointer. I just reviewed it myself, and the idea of splitting off the components seems wise. While segmentation seems wise, trying to do it without the cooperation of the upstream maintainers would be especially awkward.
