Can't speak for OBS, but Fedora Copr has builders on Fedora 33 for some time. What issues do you have in mind, I thought that RPM on F33 should be OK?
The openSUSE Build Service runs on SUSE Linux Enterprise 15, which is afflicted in the same way that RHEL 8 is, since they have the same version of RPM.
