Surely that's not meant to be interpreted as "your packages must follow the Fedora packaging guidelines", for if it is, packages in COPR will need review too.
That's my understanding too, since that would make copr semi-pointless. But strictly speaking the text "any rules or guidelines", which, when interpreted literally, includes the packaging guidelines.
