I can probably do it. Is it just those two packages, dnf-plugins-{core,extras}? Do they need to be built in a particular order?
If the buildroot is broken, then you won't be able to do it, since dnf-plugins-core is required for mock.
But ordinarily, no, they only require DNF, so they can be built in parallel.
