So that somebody would write a BSD gstreamer mp3 plugin, and RH would call Fraunhofer and get the goahead for Fedora - it would be OK (but they would have to pay fraunhofer for distributing the same plugin with RHEL?)?
People sell Fedora and it is also free software, which means no restrictions. Anyone who wants is free to try and negotiate with the MP3 license holders to get a license one off for their project or for GPL use. I believe people have tried.
