It's not part of the package provided by the script updating pdc, but that's a symptom, I do not know why the script did not consider it.

Well, that's ... unusual, I'd say? Whom do I have to poke to fix the pdc database entries, and to get an f28 branch?
Just request the f28 as you would for any branches (you may want to request master as well while at it :)).
Seeing the chatter on the list earlier, it seems fedrepo_req will work better for f28 for the moment.
