boot counting in the bootloader is a good thing to have, as that's the only place to catch a few significant failures, and also it's the place where the decision is made. If you are worried about ESP storage space usage, NV storage (and wear&tear) should be even more concerning.
I definitely am, considering how often there's no space and how easy it is to brick many systems through it.
