My understanding is that dnf is written 100% in Python [0], while libdnf is written in C [1], dnf5 is written in C++ [2]. Though, to guarantee compatibility, dnf5 will have Python bindings to allow Python software to easily use dnf5 (as well as bindings for other languages such as Perl and Ruby).
