So the VMs would technically install via PXE, but it's a script to kick off the "shell" of the VM, hopefully getting the information about how much RAM and disk and so forth from Cobbler before talking to VMware?

Yes, create a system in cobbler, have the script then create a new VM via the toolkit in Virtual Center, then update the Cobbler profile with the MAC of the new VM, boot the VM, then have it build.
