AFAIK it is not and there wasn't any effort to do so.
I have my own approach to create koji devel environment - use docker
containers for each koji subsystem. During license checks before open
sourcing this I found I mixed some code with incompatible licenses.
Also I based my work on containers available in Docker registry[1][2][3]
which means it is based on Debian. This isn't really a problem but moving
to Fedora/CentOS/RHEL may solve licensing problems. I didn't found a time
to port that yet.
