I think is a case of, someone would have to support it. The mingw stack in
Fedora is actually superior to other distros but there's a few core people
that support it.
A quick search did turn up a COPR which may have what he needs:

Most of my arm development has either been *on* an Arm platform (native of
within QEMU), or via BuildRoot -- and BuildRoot builds its own toolchain
and libraries from scratch.
