Something else has already bound to port 631.
Do you have portreserve installed? That's meant to prevent other
programs from stealing ports. It's possible, of course, that there's
some bug in portreserve that means that it doesn't relinquish the port
when requested...
What does 'netstat -tlp' say (as root)?
