the culprit is on my end, cause I had
...
tmpfs /var/tmp tmpfs defaults,nosuid,nodev,noexec,mode=1777 0 0
...
in my /etc/fstab to spare my SSD (wear leaverage).
What with elder dracut's was working.
deleting the word "noexec" in the above string/mount statement and all is fine
again.
Tested with the new dracut !!!
