The mirrorlist entry for fedora.repo redirects to Rawhide as long as Rawhide
is F11. There's no need to enable rawhide.repo. (That's also why it didn't
change anything for you.)
Thanks for the clarifications, everyone. I guess the only real
possible glitch in the system was, as someone pointed out, preupgrade
not enabling F11 updates-testing, since I was using F10
updates-testing.
