Because it isn't there and isn't supposed to be there. The days of /mnt/cdrom
are long over.
Nowadays, it's done by HAL. Make sure that
service haldaemon status
shows it's running, or else it won't automount anything.
Of course, you can still
mount /dev/scd0 /mnt
(notice the second argument). If this works, but insterting a CD doesn't mount
it into /media, try the bug against HAL, it can be reassigned later if it
turns out to be connected to something else.

haldaemon is running
mount /dev/scd0 /mnt is o.k.,
nothing is mounted in media after inserting a CD....
so I will file a bug against Hal.
