In order to bring up the boot menu in Grub2 you press any key. This is
a choice made after BIOS boot selection (if on EFI/UEFI BIOS). I am
running Silverblue on F33 Rawhide compose 33.20200914.n.0
(2020-09-14T08:05:11Z) (915,916, and 917 won't boot) and it works on my
bare metal setup.

What about quickly pressing F8? On my baremetal, Shift doesn't work
either. But as I remember, many BIOSes simply ignore keys which are
pressed down during initialization, to prevent "stuck keys". That's
why there are two different key options to display GRUB.
