Do the steps at:

basically:
yum update rpm dracut
dracut --force --add convertfs
change 'ro' to 'rw' in your kernel entry in /etc/grub2.cfg.
add 'rd.info rd.convertfs enforcing=0' to your kernel entry
in /etc/grub2.cfg.
reboot and watch dracut convert
optionally 'fixfiles onboot'
reboot
profit
I did this without the optional fixfiles onboot and I didn't get a needed
relabel on the next boot. I didn't see the fixfiles onboot documented at:
https://fedoraproject.org/wiki/Upgrading_Fedora_using_yum#Fedora_16_-.3E_...
I'm doing the relabel now, so I don't know what selinux was blocking that
was preventing booting from completing.
Otherwise things went pretty well. There was the usually handful of rawhide
conflicts to fix up. I ended up having to remove linguestfs to update
some important stuff, but I was immediately able to reinstall it and its
dependencies. The versions were the same for all 4 packages before and
after. I am not sure what happened with that.
The early boot handling of encrypted partitions changed. I now get asked
for my password twice during the early boot and I don't get any echo
instead of asterisks. (Later in the boot I get asked again and there I
get asterisks when typing.)
