Editing the config above as well as selinux=0 is the same
thing. You
can just edit the file and that will do it.
Guess he wan't to make sure that it(selinux) is disabled for good. That is why he
used "Belt and Suspenders" :)
The use of selinux=0, is what BLAG does.
