I looked at gimp-2.6.3-2.fc10 and it is tagged dist-f10-updates-testing
but is not in bodhi, neither in testing nor pending. So something does
appear to be fubared.
That was my impression as well. FEDORA-2008-10290,

as an example, says 'This update can be installed with the "yum"
update program' evidence to the contrary. OTOH gimp-2.6.3-2.fc9 is
present on mirrors as it was supposed to.
