Actually you do have repo files, in fact yum tried to use them to hit
the 'fedora' repo but since your network wasn't up it couldn't. You
have all the required packages for yum to operate.

My installation boot stanza:

After manual ifup and installing fedora-release-rawhide yum is working. I
forgot to try yum only after ifup but before manual fedora-release-rawhide
installation.
fedora-release-rawhide was unnecessary in this case.
