Today is Fedora 31 Upgrade Test Day, as we are nearing the release,

us by testing if everything upgrades successfully from Fedora 29 and Fedora 30 over
to Fedora 31. All you need is are images and instructions laid down on the

I tried dnf system-upgrade download --releasever=31 from F30 with every options
combination I could come up with, but the result was always the same:

Problem: The operation would result in removing the following protected packages:
kernel-core, systemd
It reports nothing about why.
My exclude= line
flatpak* espea* mariadb* kde* q* kf* x*
The last four are about reducing the freespace exhaustion caused by downloading
everything in advance. The others are semi-permanent, apparent system depends
never purposely used.
