You mean this is only out of X?
I upgraded today from F17 via yum and didn't create /etc/vconsole.conf yet.
cat /proc/cmdline
... KEYTABLE=br-abnt2 ...
and it works properly out of X.
But X loads the 'us' keymap due to evdev:
