Probably completely unrelated but we've had an issue on aarch64 with
plymouth and unlocking encrypted partitions for reference.

What's happening in the 1318045 case is that on live installs, the
installed system's /etc/vconsole.conf does not wind up in its
initramfs, which is why the default (us) keymap is used when decrypting
partitions (we think). The question is *why* that happens for live
installs but not for non-live installs (where the initramfs has the
vconsole.conf, and the correct keymap is used for decryption).
