Well ther are two things you might do:
1. Look at the permissions on the /var/lib/rpm. They should be
something like this:
drwxr-xr-x 2 rpm rpm 4096 May 27 17:31 /var/lib/rpm
2. It might be worthwhile to erase the __db.* files in that directory
and then rebuild the rpm database.
