Is it a bug?
Regards.

You could have truncated your post by not quoting so many lines that don't add anything other than conflicts for more files.
Is it a bug?
Show more of the dependency resolving step. Show "rpm -qa gstreamer1" and "dnf list gstreamer1", too.
The x86_64 and i686 build of a package are published at the same time. If you get a conflict like this, where the version of the two packages is not the same, you need to examine your installation and the repository contents to figure out why you don't get the very latest version for both the x86_64 and i686 packages. It could be due to broken dependencies somewhere or due to duplicate installed packages.
Thanks for reaction, the problem was in the duplicate: * gstreamer1-1.12.1-1.fc27* gstreamer1-1.12.0-1.fc27 Maybe it will be a good idea to use 'installonly_limit=1' into a dnf configuration sometimes.
Regards.

Unlikely. That variable only covers those few packages explicitly listed in another related variable.
There is multilib package protection already, but at some point of time you may have interrupted an update transaction (such as with a reboot/shutdown) without continueing it afterwards.

I think I see it, try "dnf install --best wine", so it will not only install gstreamer1-1.12.1-1.fc27.i686 required by wine, but also update gstreamer1-1.12.0-1.fc27.x86_64 to 1.12.1-1. This kind of errors appear when dealing with multi-libed packages. Or do "dnf update" first.

IMO, we need to stop allowing arch to be specified in dnf by default. Users think they need to add them and get into constant trouble by it. I've closed a handful of bugs against Wine for this reason. A command argument could be added to dnf to allow an arch to be specified.
dnf --enablearchtagbecauseiknowwhatimdoing foo.i686
Yes, I'm being extreme, but it is a pain point for users and to put it bluntly their ignorance gets them into trouble.

Installing wine.x86_64 pulls in dozens of i686 packages by default through implicit or explicit dependencies.

Working as intended or else my inbox would be swamped with "I can't start app $XYZ!"
??? Then care to explain your previous mail?
Once users have multilib packages installed, the problems start. And "wine" is just one package that pulls in i686 packages.

You don't need to explicitly specify an arch for this kind of problem to occur. I've seen it more than once just on a system with mixed arch packages installed, which is perfectly common simply to use Flash or whatever.
