Seems to be affecting everyone. However, you can use "arc diff develop
--preview" and then fill the remaining fields in the review request
manually. A bit more work, but works. You can also use this to update an
existing review request. So there is a workaround.
Actually, it seems that the exception shown above is not fatal, and all the patches I
tried to submit for review *were* actually submitted! So, you might not need to use
--preview, just use `arc diff` as usual, and then look into Phabricator or into `arc list`
and make sure it got created properly.
