Correct, if ENABLE_REGENERATE_MAN is set to 0, you cannot regenerate
or build the manual page. Regenerate because there are pre-build
manual pages for Linux-PAM in a seperate tar archive.
Ok, so maybe there is a bug because even if I specify manually
--enable-regenerate-docu on configure, the build fail when building
the man pages (for the same reason described above).
But if i specify --disable-regenerate-docu it will try to build the
man pages anyway and fail too.

Correct.

In the end this is the same, and if you install both tar
archives, regenerate is correct.
