This is because you do:
%install
%make_install
instead of:
%install
make pure_install DESTDIR=$RPM_BUILD_ROOT
The "pure_install" target prevents from installing the perllocal.pod file.
And another option is to pass NO_PERLLOCAL=1 argument to perl Makefile.PL and
use the %make_install. See
